Claiming Your West Virginia Heat Pump Rebates
Applications for statewide offers and utility offers run on two very different timelines, so check the rules before you buy equipment.
- To claim state rebates, sign up on the Neighborly application portal and get on the waitlist before any work starts.
- A regional partner verifies your application, sends a certified energy auditor to inspect your home, and connects you with a state-certified contractor.
- The approved state rebate is taken straight off your project bill by your contractor.
- To get Appalachian Power rebates, purchase your equipment by December 31, 2026, and see if your unit needs a qualified contractor.
- Submit your dated receipt by whichever comes first: 45 days after purchase, or January 15 of the next year.
The utility pays $400 for a water heater, or $300 for a mini-split heat pump, which is a ductless unit for one room.
State Home Energy Programs and Their Income Rules
On September 28, 2026, a statewide rebate waitlist opened under the West Virginia Office of Energy, with two tracks set by household earnings. Each program measures your earnings against your county area median income, the midpoint income for local families.
Open to all income levels, the whole-home energy savings program pays in line with the energy your new equipment saves. When energy use drops 36% and a household earns under 80% of the county midpoint, the payment reaches $20,000 at most.
Households earning 150% of the county midpoint or less are served by the partly open appliance rebate program. Up to 100% of eligible project costs can be covered for families under the 80% mark, leaving no out-of-pocket expense. Above that low-income line, moderate-income households get partial rebates when the pilot is federally approved.
West Virginia Weatherization and State Fuel Rules
Before you apply for state funding, local rules turn your current heating fuel into a deciding factor. State rebate rules have banned fuel switching since June 1, 2026; that is, swapping a gas furnace for an electric heat pump. State rebates can only go toward swapping an existing electric unit for a more efficient electric model. Since close to half the state's households use electricity as their main heat source already, an upgrade is still open to those homes.
Earning no more than 200% of the Federal Poverty Guidelines lets a family apply for free West Virginia weatherization upgrades. Across all 55 counties, this assistance program is run by local Community Action Agencies on behalf of the Department of Economic Development.
Those utility efficiency programs have ended for customers of Mon Power or Potomac Edison. At the federal level, equipment put in service after December 31, 2025 gets nothing from the 25C tax credit, which ended.
Common Questions About West Virginia Heat Pump Rebates
Are federal tax credits for heat pumps available in 2026?
No. Any installation completed in 2026 cannot claim the federal tax credit anymore. The credit was ended early by Congress under the One, Big, Beautiful Bill, which was signed on July 4, 2025. Internal Revenue Service guidance from August 21, 2025 states that only equipment in service through the end of 2025 qualified.
What home energy rebate programs does West Virginia offer?
Roughly 10,000 homes will be upgraded with $88 million in federal funds through these two state programs. Under updated federal guidance, West Virginia launched before any other state, beginning with a pilot run by the Coalfield Community Action Partnership. During that pilot phase, more than 300 homeowners sent in applications. Heating and cooling systems, water heaters, wiring, and electrical panels are among the covered upgrades.
Do West Virginia utility heat pump rebates still exist, or are they ending?
Offers vary with the electric company that serves your address. Customers of Mon Power and Potomac Edison saw FirstEnergy rebates end in 2018; the only thing left is an online Energy Analyzer tool. Rebates from Appalachian Power run through December 31, 2026, and each account may claim once a year for ductless units and water heaters. No rebate for central ducted systems appears on the utility's list.
Does every heat pump installation come with a state rebate?
No. Federal energy notices dated June 1, 2026, which West Virginia follows, prohibit paying homeowners to switch fuel types. Existing fuels are favored by state energy policy, and the legislature repealed the renewable portfolio standard in 2015. About 87% of West Virginia electricity generation came from coal in 2025, a higher share than any other state's.
Get West Virginia installer quotes with the rebates taken off
Most rebates on this page are paid through the installer or need the installer's paperwork, so the quote is where the money is settled. Tell us the ZIP code and what you want installed, and installers who work with these programs send a written price with the rebates taken off.
