TECH Clean California Heat Pump Rebate
The statewide TECH Clean California rebate for heat pumps in single-family homes has closed. All the money for both kinds of heat pumps, the ones that heat and cool your home and the ones that warm your water, was reserved by November 14, 2025. The separate HEEHRA rebate for income-qualified households paid either $8,000 or $4,000 based on earnings, and its funds were all spoken for as of February 24, 2026. A different program near Aliso Canyon, serving the San Fernando Valley, is listed as well, but homeowners cannot sign up for it yet.

HEEHRA Payments by Income Level
This state rebate helps households that meet income limits. The California Energy Commission runs it, and TECH Clean California delivers it. It started in October 2024. Right now it is paused. New reservations are not being taken, and any request that was not approved sits on a waitlist in case funds open up again.
How much you get hinges on your income measured against the area median income, or AMI. AMI marks the middle income for households where you live. So at 80% AMI, your household earns 80% of that middle amount.
| What you install | Rebate | Who | Conditions |
|---|---|---|---|
| Heat pump HVAC (single-family), low-income | $8,000 | Income-qualified | household under 80% AMI; replaces non-heat pump primary heating; ENERGY STAR two-speed or variable-speed; fully reserved since 2026-02-24 |
| Heat pump HVAC (single-family), moderate-income | $4,000 | Income-qualified | household 80-150% AMI; fully reserved since 2026-02-24 |
| Heat Pump HVAC (air-source and air-to-water), market rate | $2,000 to $5,000 | Any income | San Fernando Valley priority ZIP codes; >=80% AMI; enrolled TECH contractor |
| Heat Pump HVAC and Weatherization, income-qualified | $4,500 to $18,500 | Income-qualified | <80% AMI; contractor trained for income-qualified incentives |
| Heat Pump Water Heater, market rate | $2,000 to $3,500 | Any income | |
| Heat Pump Water Heater, income-qualified | $3,500 to $5,000 | Income-qualified |
The HEEHRA rebate page lists these amounts. A follow-up round, known as Phase II, carries a budget of $152 million. Its start date will be shared once it is set.
Where Does TECH Clean California Stand Today?
Run by Energy Solutions, TECH Clean California is a program that covers the whole state, with money from the California Public Utilities Commission along with California Climate Investments. It rewarded homeowners for putting heat pumps into existing single-family homes. Heat pump heating and cooling counted, and so did air-to-water heat pumps. Any residential electricity customer in the state could take part by hiring a TECH Clean California contractor.
Homeowners never received the money themselves. Instead, your contractor claimed the incentive and handed it to you as savings. A reservation simply means your contractor locks in rebate dollars for your job before anything is installed. With all the statewide single-family reservations gone, contractors have nothing left to claim.
One rule is worth remembering in case funding comes back. Since July 15, 2025, a project may claim a TECH incentive or a HEEHRA rebate, but not both.
Who Can Qualify for HEEHRA?
The rebate goes to people who own California homes with four units or fewer. That includes detached houses, condos, and mobile or factory-built homes. Living in the home yourself and meeting the income limit qualifies you. You also qualify if your tenants are an income-qualified household.
The heat pump you install has to replace heating that is not already a heat pump. Income is verified through the HEEHRA Eligibility Express portal. You can prove eligibility through Medi-Cal, CalFresh, WIC, or SSI enrollment, or with the tax forms you filed for 2024.
Rules for Equipment and Contractors
Under both programs, the heat pump must be ENERGY STAR certified and able to run at two speeds or variable speeds. Starting January 1, 2026, the refrigerant in the system needs a GWP of 700 or less. Refrigerant is the gas a heat pump uses to move heat. GWP measures how strongly that gas warms the planet, so lower is better.
You cannot submit an application yourself. A TECH Clean California contractor listed on The Switch Is On Contractor Finder has to reserve the incentive for you. For HEEHRA, that contractor also has to be HEEHRA-trained and display the HEEHRA badge on the finder.
Steps If HEEHRA Funding Opens Again
Here is how the program works. These steps only apply while reservations are being accepted.
- Run your household income through the HEEHRA Eligibility Express portal, since your contractor will need the result.
- Look up a TECH Clean California-certified contractor on The Switch Is On who carries the HEEHRA badge.
- Share your income qualification code and AMI range with that contractor so they can claim the rebate.
- Do not install anything until the reservation is approved. Rebates do not cover heat pumps installed before approval.
After that, the rebate shows up either as an instant discount on your invoice or as a check from your contractor.
Incentives Near Aliso Canyon for the San Fernando Valley
TECH Clean California also lists a program for certain priority ZIP codes, 91303 through 91436, in the San Fernando Valley area. Contractors can enroll now, and according to the program page, incentives "will soon be available". Homeowner access has not been confirmed.
| What gets installed | Market rate (at or above 80% AMI) | Income-qualified (below 80% AMI) |
|---|---|---|
| Heat pump that heats and cools your home | $2,000 up to $5,000 | $4,500 up to $18,500, weatherization included |
| Heat pump for your water heater | $2,000 up to $3,500 | $3,500 up to $5,000 |
Households that qualify by income get a separate pot of $10 million. They must hire a contractor with training in income-qualified incentives. All other households only need a TECH Clean California contractor who is enrolled in the program.
Is a Federal Tax Credit Still an Option?
No. The federal energy efficiency tax credit, called 25C, was ended ahead of schedule through Public Law 119-21, which was signed on July 4, 2025. Equipment put in service after December 31, 2025 does not qualify. The IRS laid out the change in FS-2025-05, a fact sheet dated August 21, 2025.
Common Questions
Can TECH Clean California be trusted?
It can. This statewide effort gets its funding from the California Public Utilities Commission together with California Climate Investments, and the California Energy Commission relies on it to hand out the HEEHRA payments.
Which heat pump rebates can Californians get in 2026?
For single-family homes, nothing is open right now. HEEHRA Phase II is planned with a $152 million budget, and the San Fernando Valley program is expected soon for certain ZIP codes. HEEHRA also offered up to $14,000 per unit for income-qualified apartment buildings and $1,750 toward a heat pump water heater inside each unit, but that money has been fully reserved since September 1, 2026.
