Claiming Your Oregon Heat Pump Rebates Step by Step
Up to $4,000 is available to customers of Portland General Electric and Pacific Power through Energy Trust Heating Solutions. A ducted system that replaces an electric furnace pays standard homeowners $1,000, and a ductless unit pays $800. The equipment label shows the heating efficiency rating; your new unit must hit 7.50 HSPF2 or higher.
- Hire a trade ally contractor from Energy Trust to gather quotes. This is a local installer the program has approved.
- Finish your heat pump installation so electric heat is replaced as your main heating source.
- File the rebate form by mail or online within 60 days of the installation; payment then takes six to eight weeks.
Energy Trust water heater incentives cut $1,200 off upfront for a heat pump water heater, applied through your contractor's distributor. There is also a $1,000 instant discount, given in the store by participating retailers, and you do not need to apply.
What Help Exists for Lower-Income Oregon Households?
Higher payouts are available through Savings Within Reach for families that earn between 81% and 150% of the county median income. The county median income means the midpoint of what households in your area earn each year. A four-person household in Multnomah County still qualifies if it earns up to $192,450 a year. Under this tier, ducted heat pumps earn you a $3,000 rebate, and ductless systems earn $1,800. Through local community resources, households at 80% or below the county midpoint can get low-cost or no-cost upgrades.
Two federal Home Energy Rebates programs are also being prepared by the Oregon Department of Energy, funded with over $113 million. Neither program has opened: not the whole-home one, nor the appliance program covering households with incomes up to 150% of area median income. Contractor enrollment starts on Monday, Oct. 12, 2026. A launch date will follow once the U.S. Department of Energy approves.
Weatherization at No Cost, Public Utilities, and Tax Credits That Ended
If you qualify by income and are at 200% of the federal poverty level or less, Oregon weatherization services can give you free home upgrades. Across the state, these services are delivered by local community action agencies.
Your options in Oregon are shaped by your location and your heating source:
- Manufactured homes with electric furnaces qualify for $4,000 from Energy Trust, as do homes in Coos, Gilliam, Morrow, Umatilla, or Wallowa counties.
- Emerald People's Utility District will pay $1,000 or offer a $7,500 loan at zero interest if you confirm your eligibility before installation.
- Members of Consumers Power can arrange a rebate and an inspection by calling the cooperative rebate line.
- The homeowner funds in the state Heat Pump Purchase Program have run out, so the $2,000 rebates now go only to rentals and new construction.
The federal 25C tax credit has ended under Public Law 119-21. It no longer applies to equipment put in service after December 31, 2025.
Common Questions About Oregon Heat Pump Rebates
Is there a heat pump tax credit I can get in Oregon in 2026?
Systems installed in 2026 have no federal tax credit. In Fact Sheet FS-2025-05, dated Aug. 21, 2025, the Internal Revenue Service verified that the law of July 4, 2025 cut the credit short. Instead, Energy Trust financing helps with upfront costs through Oregon On-Bill Loan Repayment, up to $30,000, for a term of up to ten years. This repayment option is offered to Oregon Avista customers by Puget Sound Cooperative Credit Union.
What do my home type and heating coverage mean for my Oregon heat pump rebate?
Duplex, fourplex, and townhome owners qualify for $3,000 from Energy Trust if an electric forced-air furnace is being replaced. For a single-head ductless system, manufactured home owners can get an added $3,500 if they use a participating contractor. A ductless unit has to heat over 75% of your home, per Emerald People's Utility District rules. A $500 cash rebate is paid there if the system you remove is a heat pump or non-electric heat.
In Oregon, can landlords or homeowners combine rebates from the state with utility heat pump rebates?
Energy Trust rebates that already exist will stack with the coming federal rebates if they cover different upgrades. The state Heat Pump Purchase Program still has 1,254 rental rebates left out of 6,000, but it cannot stack with them. New applications are closed for general funding under the separate Oregon Rental Home Heat Pump Program. Only rentals whose occupants belong to seven federally recognized Tribes in Oregon still have funding available.
In my Oregon utility area, who will be in charge of the new federal home energy rebates?
Your application will be handled by an organization chosen based on your electric utility, once the federal programs launch. Energy Trust, which has served Portland General Electric and Pacific Power territories since 2002, will run the rebates there. The Idaho Power service territory and the 38 consumer-owned utility areas will have both programs delivered by Earth Advantage.
Get Oregon installer quotes with the rebates taken off
Most rebates on this page are paid through the installer or need the installer's paperwork, so the quote is where the money is settled. Tell us the ZIP code and what you want installed, and installers who work with these programs send a written price with the rebates taken off.
