Claiming Florida Heat Pump Rebates From Your Utility

Electric utilities serving the state each choose their own contractor rules and paperwork deadlines. The payout is lost if you miss a pre-installation check or if the wrong installer is hired.

  • Duke Energy Florida customers must complete a free Home Energy Check no more than 24 months before installation, or within 12 months after an emergency replacement.
  • To replace strip heat and earn up to $1,000, hire any contractor who is licensed and insured, then file your application online after the installation. With strip heat, electric coils in the indoor unit warm the air the way a toaster does.
  • An approved Participating Independent Contractor must be hired by Florida Power & Light households for the $200 instant credit to appear on the invoice.
  • With the Orlando Utilities Commission, use your myOUC account to apply within six months of buying, for a bill credit of $45 to $1,150.
  • Tampa Electric and JEA both require that your application be submitted within 90 days after installation to receive $40 to $550 back.

State Home Energy Rebates and Income-Qualified Discounts

About $346 million in federal funding will support two new state rebate programs, which the Office of Energy runs. Neither one has opened, and no start date has been announced by the state. Registering now at the Florida Energy Saver Program portal gets you an email once pilot applications open.

  • Through the appliance rebate program, a heat pump can cost up to $8,000 less for households under 150% of area median income. That figure is the middle household income for your county. Up to 100% of costs are covered for families under 80%; families up to 150% instead get 50%, and $14,000 is the cap.
  • An energy check is required by the whole-home program, as well as upgrades modeled to cut at least 20% of energy use. If your household earns more than 80% of the county midpoint, you get $2,000 or $4,000; below that line, you can receive $16,000 to $20,000.

Weatherization at No Cost and Rules Unique to Florida Homes

FloridaCommerce administers the Weatherization Assistance Program through local non-profits and community action agencies; lower-income families can apply. To qualify, your household income can reach up to 200% of the federal poverty guidelines, or $62,400 per year for a four-person family.

The state's homes use more than half of its electricity, the largest residential share of any state. Air conditioning runs in nearly every home, electric heat serves about nine in ten, and natural gas is used by one household in 16. Electric heating is common here, so the largest utility rebates go to replacing strip heat rather than gas furnaces.

Under Public Law 119-21, the federal 25C tax credit has ended for equipment installed after December 31, 2025.

Common Questions About Florida Heat Pump Rebates

In Florida, what rebates are available for a heat pump water heater?

In single-family homes, Duke Energy Florida pays $800 for a hybrid unit of 80 gallons and $500 for a 50-gallon model. Rebates arrive in four to six weeks, and multifamily and manufactured homes do not qualify. A $500 bill credit comes from the Orlando Utilities Commission, and JEA offers $350 for units of up to 50 gallons. Households that qualify will receive up to $1,750 once the state appliance program opens.

Which system types and efficiency ratings qualify for Florida utility rebates?

To qualify for a base rebate, most utilities require a rating of at least 15.2 SEER2. The cooling efficiency rating printed on your equipment label is called SEER2. At 15.20 SEER2, Tampa Electric pays $40; $550 goes to systems at 16.20 SEER2 or geothermal ones, but ductless mini-splits are excluded. Central heat pumps rated 16 SEER2 or higher, or an ENERGY STAR ductless mini-split, earn $200 from JEA.

Can I install the heat pump myself, or pick my own contractor?

The installer rule for your home is set by your electric company. Tampa Electric allows homeowners who self-install to apply directly; a vendor number is needed for contractors to deduct the invoice rebate. The Orlando Utilities Commission recommends Preferred Contractors, and Duke Energy Florida accepts any contractor who is licensed and insured. An approved Participating Independent Contractor is required by Florida Power & Light for the $200 credit.

What extra rules do Florida Power & Light, Duke Energy, and JEA rebates come with?

The indoor and outdoor units must be replaced together under both Florida Power & Light and Duke Energy Florida. At 15.2 SEER2, replacing strip heat earns $600 from Duke Energy Florida, while a heat pump upgrade earns $500. Florida Power & Light gives no answer on whether homes in the former Gulf Power territory can claim the $200 offer. The final submission date JEA lists for its heating and cooling rebate is October 10, 2026.
