PG&E Heat Pump Rebate
If you are looking for a PGE heat pump rebate, PG&E does not offer one right now, since its own rebates page shows no heat pump offer. What you can still get is the Energy Savings Assistance Program, which puts in a heat pump water heater for free if your household qualifies.

Heat Pump Offers from PG&E Right Now
On PG&E's residential rebates page, the only offers listed are for generators, batteries, and electric vehicles. For heat pumps, the page sends customers to TECH Clean California, and every slot in that program has been claimed.
Here is the current picture for each program.

Who Qualifies for Free Upgrades
Where things stand: Open (Energy Savings Assistance Program) What you pay: Nothing for approved upgrades Income cap, family of four: $82,500 a year How old your home must be: Five years at minimum
Renters and homeowners within PG&E territory can use the Energy Savings Assistance Program. It does not matter whether you live in a house, a mobile home, or an apartment, as long as the home is at least five years old.
Your household's gross income has to be at or under the amounts in the program table. Gross means what everyone in your home earns before taxes. The table runs through May 31, 2027.
- $39,900 for a single-person household
- $82,500 for a household of four
If you are enrolled in any of several benefit programs, CalFresh, LIHEAP, Medi-Cal, SSI, WIC, TANF and similar ones, you do not have to show proof of income.
Getting a Heat Pump Water Heater Installed
A heat pump water heater runs on electricity and draws warmth out of the surrounding air to heat your water. The program will upgrade or repair one for free.
- Look over the income guidelines to check that your household fits.
- Fill out the online application. It only takes a few minutes, and no income proof is needed at this stage.
- An energy specialist sets up a home assessment, checks your income, and tells you which improvements qualify.
- Anything approved goes in at no cost to you, and someone may come by to inspect the work afterward.
Contractor Rules
The first visit is from a PG&E energy specialist, who sizes up your home. After that, program contractors handle the actual work.
That means the assessment and the quote are where the offer takes shape, so it is best to hold off on scheduling any work until the specialist has come by.
Federal Tax Credit Status
The 25C federal home energy credit does not cover equipment put in service after December 31, 2025. It was cut short by Public Law 119-21, signed on July 4, 2025. The IRS lays out the details in fact sheet FS-2025-05, released August 21, 2025.
Common Questions
Is a heat pump ever free?
Yes, as long as your household meets the rules for the Energy Savings Assistance Program. It will upgrade or repair a heat pump water heater at no cost. We do not see a free heat pump for home heating and cooling in the facts we have.
Are the heat pump rebates going away?
A number of them are already full or finished. Every TECH Clean California slot is claimed, the Golden State Rebates coupons have wrapped up, and the 2026 Energy-Smart Homes funding has been fully claimed. The state home energy rebates are on hold, and more details are coming down the road.
Is proof of income required with the application?
No. The online application does not ask for income proof. The energy specialist checks your income during the home visit.
Does being on Medi-Cal or CalFresh help?
Yes. Enrollment in programs like these lets you skip the income proof entirely.
Compare Local Installer Quotes With Available Rebates
Most rebates on this page are paid through the installer or need the installer's paperwork, so the quote is where the money is settled. Tell us the ZIP code and what you want installed, and installers who work with these programs send a written price with the rebates taken off.
