Claiming Your Idaho Heat Pump Rebates Step by Step
If you want the rebate, you must hire a participating contractor for any heating installation. This rule applies at every Idaho electric utility. Room heating units you install yourself never qualify, even when the box says self-installation is fine.
So your payment goes smoothly, use the steps set out for your specific power company:
- Idaho Power pays up to $800. You and your participating contractor complete the paperwork together; the contractor submits it, and your check arrives by mail.
- To get up to $650 from Rocky Mountain Power, you must upload your documents to the company's online portal within 90 days after the job is finished. Your payment is issued by them within 14 working days of the approval.
- Through participating equipment distributors, Avista Utilities lowers your contractor's bill by up to $600.
Is There Extra Help for Lower-Income Households?
No state-run discounts on heat pumps exist for lower-income families in Idaho. Federal funding of $24.6 million for Home Energy Rebates was refused by the state budget committee on March 19, 2025. The choice meant $80.8 million of federal money was given back, funds families could have claimed through 2031. The appliance program and the whole-home program have both been confirmed as inactive by the Office of Energy and Mineral Resources.
Instead, eligible families can turn to the Idaho Department of Health and Welfare, whose Weatherization Assistance Program provides free home upgrades. A household of four qualifies between July 1, 2026 and June 30, 2027 with a monthly income at or below $5,500. Homes that received weatherization services in the past 15 years do not qualify. Call your local Community Action Agency to apply, and they set up the work at no cost to you.
Loans, State Tax Deductions, and Heating Fuels in Idaho
Whether a utility will pay you depends on the fuel you heat with now. Idaho Power pays $800 to swap out a propane or oil furnace, and only where you cannot readily get natural gas service. Rocky Mountain Power pays only if you are replacing electric resistance heat, such as an electric furnace or baseboard heaters. In their territory, switching from gas, oil, wood, pellet, or propane does not qualify. Idaho natural gas efficiency rebates from Avista end on January 1, 2027, though the electric heat pump discounts keep going.
For taxes, the federal 25C credit has ended; it covers nothing put into service after December 31, 2025. Idaho does offer a state income tax deduction, though, for geothermal heating systems that draw heat from the ground. The deduction covers 40 percent of the cost, capped at $5,000 per year and $20,000 in total. The low-interest State Energy Loan Program also lets single-family homeowners finance their project.
Common Questions About Idaho Heat Pump Rebates
Will Any Tax Credits Exist for Heat Pumps in 2026?
A heat pump installed in 2026 does not qualify for any federal tax credit. Public Law 119-21, also called the One, Big, Beautiful Bill, was passed by Congress on July 4, 2025. According to Fact Sheet FS-2025-05, the Internal Revenue Service verified that the credit ends after December 31, 2025, under this law.
Which federal rebates can Idaho residents get for heat pumps?
The Home Energy Rebates programs offer no federal rebates in Idaho. Funding for fiscal year 2026 was zeroed out by the Legislature's Joint Finance-Appropriations Committee, which stripped it from the state energy office budget. State lawmakers did not authorize the money, so Idaho had to send those funds back to the federal government.
Does Idaho Power have rebates for manufactured homes or a discount for seniors?
There is no separate heat pump rate for seniors at Idaho Power, since every customer receives the same rebate amounts. The program covers duplexes up to fourplexes, single-family houses, and manufactured homes, whether they are rentals, vacation homes, or primary residences. Manufactured homes, by comparison, are left out of the $650 conversion rebate that Rocky Mountain Power offers.
How much do rebates cut the cost of installing a heat pump or water heater?
What you save depends on the equipment type and on HSPF2, the heating efficiency rating shown on the label. For one ductless unit that replaces electric baseboard, ceiling cable, or wall heaters, Idaho Power pays $400. A self-installed hybrid water heater of 55 gallons or less also earns $300 from them. By efficiency tier, Avista pays $300, $400, or $600, and it adds $500 for a heat pump water heater holding under 120 gallons.
