Claiming Virginia Heat Pump Rebates From Your Utility
Utility rebates follow rules set by your electric utility, and most heating discounts need a home check before any work starts.
- Appalachian Power: Mini-splits, systems that heat rooms without ducts, earn up to $400 each through the TakeCharge Virginia program. Central heat pumps earn $250 when they meet the yellow label minimums of 7.8 HSPF2 for heating and 15.2 SEER2 for cooling. First you must book a free assessment, then an approved network contractor files the rebate once installation is done. You can claim up to $400 for a heat pump water heater, by mail or online.
- Dominion Energy Virginia: An instant discount of up to $400 on a water heater is available through DomSavings. Water heater rebates of up to $500 are also listed on Dominion's Virginia Save Energy page. Evaluation rebates for heating equipment require an energy assessment first, booked with a participating contractor ahead of installation.
Virginia Home Energy Rebates and Income Rules
Discounts funded by federal money are still being planned statewide and applications have not opened. Virginia Energy sent updated plans in September 2026 covering $75.2 million for appliances and $75.6 million for whole-home work. As of October 13, 2026, both programs still await Department of Energy approval.
- Appliance Rebates: Discounts are open to households earning 150% or less of the area median income, the typical local income. A heat pump could bring up to $8,000, and a water heater up to $1,750, under the proposed rebates. Non-electric heaters cannot be replaced with these funds, though you may qualify if existing fossil-fuel heat stays alongside a heat pump.
- Whole-Home Rebates: Retrofit savings of 20% or more on modeled energy use can earn up to $8,000.
- Open Utility Help: Free upgrades from Dominion go to customers who are 60 or older and within 120% of the state median income. Extra rebates from Appalachian Power go to households between 61% and 99% of state median income.
Virginia Weatherization and Federal Tax Rules
Through the Weatherization Assistance Program, families that meet income limits can get free heating repairs and home sealing. The Virginia Department of Housing and Community Development manages the service, working with local nonprofit organizations throughout the state.
Federal tax rules have changed too for homeowners who buy equipment. Under Public Law 119-21, the federal Section 25C tax credit no longer applies to heat pumps placed in service after December 31, 2025. With that credit gone, your main ways to cut the upfront price are utility discounts and the state rebates still to come.
The Energy Information Administration reports that electricity already heats nearly six in 10 Virginia homes. Roughly one household in 14 uses propane, heating oil, or another petroleum product. Dominion Energy Virginia must supply 100% renewable electricity by 2045 under state law, while Appalachian Power has until 2050 to get there.
Common Questions About Virginia Heat Pump Rebates
In Virginia, can both renters and homeowners qualify for heat pump rebates?
Yes, homeowners and renters alike can qualify, based on the program rules. Virginia Energy will count the income of the tenant for rental homes once the state High Efficiency Appliance Rebate launches. Building type will also affect the rebate amounts. A limited home check comes first, then verified contractors apply a store discount for heat pump buyers under that state program.
Does Virginia have an HVAC tax credit in 2026?
Heating and cooling equipment installed in 2026 has no federal tax credit available. On July 4, 2025, Congress ended the Section 25C credit early through the One, Big, Beautiful Bill, 139 Stat. 72. Installations after 2025 will not qualify, according to the Internal Revenue Service, which confirmed this in Fact Sheet FS-2025-05 on August 21, 2025.
How much can rebates cut the cost of a heat pump installation?
Your exact savings for the project depend on your utility assessment or on modeled energy savings for the whole home. Heat pump upgrades count as custom measures with Dominion Energy Virginia, available after an Introductory Energy Assessment or a full home audit. Your payout in the state whole-home program, once it opens, will be set by a professional energy assessment, with higher levels under evaluation.
