Heat Pump Efficiency Requirements for Rebates
Only an efficient model qualifies for most heat pump rebates. Put simply, you need an Energy Star labeled model, a cold-climate one if winters get cold where you live, and often an installer approved by the program.
- How well it cools (SEER2)
- 15.2 or more the lowest a split system can have for Energy Star
- How well it heats (HSPF2)
- 7.8 or more or 8.1 or more for a ducted cold-climate model
- Heat output at 5°F (cold climate)
- 70% or more of the heat it gives in normal weather, needed for the Energy Star cold-climate label
- Efficiency of a water heater (UEF)
- 3.30 or more the least Energy Star accepts for a standard tank
The Meaning of Each Rating
Both the yellow EnergyGuide label and the installer's quote list these ratings. The higher the number, the lower your power bill, on every one of them.
| Rating | What it tells you | Energy Star minimum |
|---|---|---|
| SEER2 | How well the heat pump cools through a whole summer | 15.2 |
| EER2 | How well it cools on the hottest afternoons | 11.0 for a split system |
| HSPF2 | How well it heats over a whole winter | 7.8, or 8.1 when a cold-climate model has ducts |
| COP | The heat it makes from each unit of electricity, often measured at 5°F | 1.75 at 5°F for a cold-climate model |
| UEF | How well a heat pump water heater converts electricity into hot water | 3.30 for a standard tank |
| SEER, EER, HSPF | Before January 1, 2023, these older test versions were in use | Replaced by the ratings ending in 2 |

Heat Pump Efficiency Requirements for Central and Cold-Climate Units
A heat pump gets the Energy Star label if its ratings match the Energy Star rules in force on the day it was built. Which kind of system you buy sets the minimums.
| Kind of heat pump | Cooling (SEER2) | Heating (HSPF2) | Other rules |
|---|---|---|---|
| Split system (one part inside, one outside) | 15.2 | 7.8 | EER2 of 11.0 or more |
| Packaged unit (every part in one outdoor box) | 15.2 | 7.2 | EER2 of 10.0 or more |
| Cold-climate model with ducts | 15.2 | 8.1 | At 5°F it still delivers 70% of its heat, with a COP of 1.75 or more measured at 5°F. |
| Cold-climate model without ducts (ductless) | 15.2 | 8.5 | It must still produce 70% of its heat at 5°F, with a COP of 1.75 or more measured at 5°F. |
Northern programs often limit their payments to cold-climate models, since these are designed to keep heating your home through the coldest nights. The maker must also prove, through an extra test, that in deep cold the controls really make the unit work that way.
Which Water Heaters Qualify for an Energy Star Rebate?
For efficiency and warranty, a heat pump water heater must meet its own Energy Star rules.
| Kind of water heater | Lowest UEF | Other rules |
|---|---|---|
| Standard tank with the heat pump on top | 3.30 | The first hour must deliver at least 45 gallons of hot water; the sealed parts come with a 6-year warranty. |
| Plug-in tank (120 volts, 15 amps) | 2.20 | Same as above |
| Split system (heat pump outside, tank inside) | 2.20 | Same as above |
Meeting these rules can earn a water heater local cash back. For example, Efficiency Maine offers a $1,200 instant discount through October 30, 2026.
The Cold-Climate List and Higher Efficiency Levels
Models that beat the Energy Star minimum can earn extra money from some utilities. The efficiency levels they use come from the Consortium for Energy Efficiency, a group made up of utilities. Roughly the top quarter of models on sale falls under Tier 1. Tiers 2 and 3 demand more than Energy Star, and the Advanced Tier is a future goal.
Many programs in cold states also want the model listed by NEEP, a Northeast nonprofit, on its cold-climate heat pump list. The list is public and shows heat pumps that passed tests for heating in deep cold. As one example, rebates for home heating and cooling from Colorado Springs Utilities pay $3,000 when a listed model is three tons or larger.
How Do You Find Local Rebates and Check Model Numbers?
- To see the offers in your area, type your ZIP code into our home page finder or the Energy Star Rebate Finder.
- Get the model numbers of the indoor part and the outdoor part from the installer.
- Check that pair against the AHRI Directory, which lists the industry's tested ratings. A wrong indoor part can drag the ratings below the minimum a rebate requires.
- Some programs ask to see the AHRI certificate, so keep it with your quote and invoice.
Changing your controls may also earn you a smart thermostat rebate. In Illinois, ComEd will pay $75 toward an Energy Star smart thermostat, plus up to $2,000 for a heat pump at Tier 2.
Heat Pump Ratings and Rebates: Common Questions
On a heat pump label, what do SEER2 and HSPF2 mean?
SEER2 rates a heat pump's cooling across a summer; HSPF2 rates its heating across a winter. Both replaced the older SEER and HSPF tests on January 1, 2023. The lowest ratings for Energy Star split systems are 15.2 SEER2 and 7.8 HSPF2, while top models hit around 24 SEER2 and 11 HSPF2.
In a cold climate, which heating rating should you look for?
A model with ducts should have an HSPF2 of 8.1 or more; for a ductless one, look for 8.5 or more. Some utilities ask for more than those Energy Star cold-climate minimums. In Colorado, Black Hills Energy offers $2,500 for cold-climate units that reach at least 9.5 HSPF2, 16 SEER2 and 11.88 EER2.
Does the federal tax credit still apply to an efficient heat pump?
A new heat pump no longer qualifies. Heat pumps installed after December 31, 2025 no longer get the federal tax credit. The credit is still available on your 2025 tax return for a unit installed during 2025, as long as yours is an Energy Star Most Efficient model. Your tax papers should include the invoice and the AHRI certificate.
Are state and utility heat pump rebates still available in 2026?
In 2026, most utility and state programs remain open, though money running out can end a program early. In Maryland, BGE Smart Energy Savers requires a participating contractor, and that contractor must finish installing the new equipment by December 31, 2026. The 2026 money for California's Energy-Smart Homes Alterations program ran out on April 20, 2026, while OG&E's Arkansas rebates return in 2027.
Get installer quotes that include your rebates
Most rebates on this page are paid through the installer or need the installer's paperwork, so the quote is where the money is settled. Tell us the ZIP code and what you want installed, and installers who work with these programs send a written price with the rebates taken off.
