Claiming Open California Heat Pump Rebates Step by Step

The statewide TECH Clean California incentives shut down on November 14, 2025, so today your electric utility is the source of any open cash rebate. In Sacramento, the SMUD Home Performance Program will pay up to $3,000, as long as your contractor participates. Systems purchased on or after November 1, 2025 qualify for up to $2,500 per ton from the LADWP Consumer Rebate Program. Cooling capacity is measured in tons, and most houses need two to five tons. In communities that qualify as low-income or disadvantaged, Home Performance Plus from Southern California Edison pays between $600 and $1,144.80 per ton.

To avoid losing the rebate, follow the timing rule your utility sets:

  1. Before a Trade Ally can install your system, Southern California Edison requires a free assessment by an Energy Advisor.
  2. In Sacramento, your application must go through a participating contractor, and only while funds for the program last.
  3. Los Angeles takes applications online or by mail, and the postmark must fall within 12 months of the purchase and installation.

What Is Available to Lower-Income Households in California?

Through the Energy Savings Assistance Program, qualifying households can get free upgrades from Pacific Gas and Electric or Southern California Edison. If money is tight for your household, you can look at these utility programs first. Homes at least five years old can have their heat pump water heaters replaced or repaired by Pacific Gas and Electric at no charge. Gross income at or below $82,500 qualifies a household of four through May 31, 2027. If your income fits within program limits, Southern California Edison will install a central heat pump or a heat pump water heater at no cost.

California is not accepting new applications for the federal Home Energy Rebates at this time. HEEHRA Phase I, an appliance program, paid from $4,000 to $8,000. How much you got depended on area median income, the midpoint that households in your county earn. The pause on single-family funds began February 24, 2026; the whole-home HOMES program and Phase II have not yet been released.

The Ended Federal Tax Credit, Weatherization, and State Rules

After December 31, 2025, the federal 25C tax credit was over. State and utility programs are the only sources of support left now. Renters and homeowners on low incomes can receive free weatherization from local county providers through the California Department of Community Services and Development.

Of new homes statewide, 70 percent are already all-electric, and California aims for six million heat pumps by 2030. The $4,250 California Energy-Smart Homes rebate, for existing homes that cap gas lines, is fully subscribed for 2026 and does not cover propane. The priority ZIP codes around the Aliso Canyon facility got funding for San Fernando Valley Residential Incentives from state law AB 157 as well. At market rate, payments from that fund will run $2,000 to $5,000 once it opens to homeowners; income-qualified projects will get $4,500 to $18,500.

Common Questions About California Heat Pump Rebates

Are there any open heat pump rebates from Pacific Gas and Electric or San Diego Gas and Electric?

Neither company currently offers a standard rebate covering residential space heating heat pumps. Battery and electric vehicle rebates are the only ones Pacific Gas and Electric lists, and it sends heat pump shoppers to the statewide program that is paused. In San Diego, the Golden State Rebates program's retail coupon has ended; it once paid $500 for heat pump water heaters.

When will HEEHRA reopen in California, or the HOMES rebate program launch?

From the Department of Energy, California received $590 million, and Phase I applications that were not approved sit on a waitlist. No launch date has been set for HEEHRA Phase II, which holds $152 million in future rebates. The state applied in August 2026 to divide HOMES, putting $142.3 million toward direct installs and $90.8 million toward performance rebates.

Which efficiency ratings and refrigerant rules cover heat pumps in California?

The cooling efficiency score on the label, SEER2, is what programs check, along with HSPF2, the score for heating efficiency. At least 15.2 SEER2 and 7.7 HSPF2 are required in Los Angeles, while 16 SEER2 or higher is the Southern California Edison requirement. Since January 1, 2026, state program rules have also required refrigerants whose global warming potential is 700 or lower.

Is a heat pump water heater rebate still available in California?

While the statewide rebate of $1,750 is paused, local utilities keep paying for heat pump water heaters. Each home can claim up to $2,500 for a single ENERGY STAR unit through the LADWP Consumer Rebate Program. Through Southern California Edison Home Performance Plus, a 240-volt unit that replaces gas earns $1,350, and a 120-volt unit earns $800. A 240-volt model that replaces a 40-gallon electric resistance heater also earns $1,128 from that same program.
